James Keil is an internationally recognized arbitrator, mediator, trainer and facilitator. He is an expert in handling partnering conferences and commercial disputes, particularly those related to public facilities and transportation projects. Mr. Keil has conducted team building and leadership retreats for large corporations, engineering firms, public transportation agencies, and military installations.
He served as senior executive in Maine State government, directing an operational bureau with a $35 million operational budget. He was responsible for the state's annual procurement of over $400 million in goods and services, including design and construction contracts for all public improvements, negotiation of, and management of all real property leases, management of the state's Risk Fund, and was responsible for over 16 million square feet of facilities, and development of the state's maintenance budget.
Mr. Keil was a corporate sales and marketing manager for three Fortune 500 companies prior to joining state government. Early in his career, Mr. Keil played professional football, and he also is a commissioned naval officer who served honorably during the Vietnam era. Mr. Keil has a teaching degree in secondary education.
